The opening session featured interventions from <b>Laurence Trochu, Jadwiga Wi\u015bniewska, Carlo Fidanza, and Nicola Procaccin<\/b>i, Co-Chair of the ECR Group.<\/p>\n<p class=\"text-build-content\"><b>Italian Leadership<\/b><\/p>\n<p class=\"text-build-content\">One of the most notable remarks came from <b>Eugenia Roccella<\/b>, Italian Minister for Family, Equal Opportunities and Birth Rate, who emphasised the need for a human-rights-based approach rather than one guided by market dynamics or individual desire.<\/p>\n<p class=\"text-build-content\">Italy is today one of the leading nations in the global movement towards the universal abolition of surrogacy.<\/p>\n<p class=\"text-build-content\">The organisation of this conference at the European Parliament reflects this political and legal momentum.<\/p>\n<p class=\"text-build-content\"><b>A Key Intervention from the United Nations<\/b><\/p>\n<p class=\"text-build-content\">The conference welcomed <b>Reem Alsalem<\/b>, United Nations Special Rapporteur on violence against women and girls. She reiterated the conclusions of her recent report to the United Nations General Assembly, in which surrogacy, <b>in all forms, including so-called \u201caltruistic\u201d surrogacy<\/b>, is recognised as a form of violence against women. She called on States to work toward its <b>universal abolition<\/b> through the creation of an international treaty.<\/p>\n<p class=\"text-build-content\"><b>A Rapidly Expanding Global Market: A Critical Challenge for the EU<\/b><\/p>\n<p class=\"text-build-content\">Experts highlighted the exponential growth of the global surrogacy market, valued at <b>22.4 billion USD in 2024<\/b> and projected to reach <b>201.8 billion USD by 2034<\/b> (Global Market Insights).<\/p>\n<p class=\"text-build-content\">This expansion currently outpaces legal safeguards and risks creating a de facto transnational recognition of surrogacy contracts through practice rather than democratic decision-making.<\/p>\n<p class=\"text-build-content\"><b>Civil Society Speaks with One Voice<\/b><\/p>\n<p class=\"text-build-content\">The panel brought together organisations from Italy, France, Belgium, Ireland, Croatia, the Netherlands, Spain, and the United States, united in the defence of the fundamental rights of women and children.<\/p>\n<p class=\"text-build-content\">Among them was the <b>Casablanca Experts Group<\/b>, represented by its spokesperson <b>Olivia Maurel<\/b>, herself born through surrogacy, and by its Executive Director, <b>Dr Bernard Garcia<\/b>, legal scholar.<\/p>\n<p class=\"text-build-content\">Speakers shared a principle unanimously affirmed throughout the event:<\/p>\n<p class=\"text-build-content\">\u201c<b>There is no such thing as a right to a child. La session d\u2019ouverture a r\u00e9uni <b>Laurence Trochu, Jadwiga Wi\u015bniewska, Carlo Fidanza<\/b>, ainsi que <b>Nicola Procaccini<\/b>, co-pr\u00e9sident du groupe ECR.<\/p>\n<p class=\"text-build-content\"><b>Leadership italien<\/b><\/p>\n<p class=\"text-build-content\">Une intervention particuli\u00e8rement remarqu\u00e9e a \u00e9t\u00e9 celle de<b>Madame Eugenia Roccella<\/b>, Ministre italienne de la Famille, de l\u2019\u00c9galit\u00e9 des chances et de la Natalit\u00e9, qui a rappel\u00e9 l\u2019importance d\u2019adopter une approche fond\u00e9e sur les droits humains et non sur des logiques de march\u00e9 ou de satisfaction du d\u00e9sir individuel. L\u2019Italie est aujourd\u2019hui l\u2019un des pays moteurs du processus visant \u00e0 l\u2019abolition universelle de la GPA.<\/p>\n<p class=\"text-build-content\">La tenue de cette conf\u00e9rence au Parlement europ\u00e9en s\u2019inscrit dans cette dynamique politique et juridique.<\/p>\n<p class=\"text-build-content\"><b>Une intervention majeure des Nations Unies<\/b><\/p>\n<p class=\"text-build-content\">La conf\u00e9rence a \u00e9galement accueilli <b>Reem Alsalem<\/b>, Rapporteuse sp\u00e9ciale des Nations Unies sur les violences faites aux femmes et aux filles. Elle a rappel\u00e9 les conclusions de son rapport pr\u00e9sent\u00e9 lors de la derni\u00e8re Assembl\u00e9e g\u00e9n\u00e9rale des Nations Unies, dans lequel la GPA ,<b> dans toutes ses formes, y compris dites \u201caltruistes\u201d,<\/b> est qualifi\u00e9e de <b>forme de violence contre les femmes<\/b>. Elle appelle les \u00c9tats \u00e0 travailler \u00e0 son <b>abolition universelle<\/b> via l\u2019\u00e9laboration d\u2019un trait\u00e9 international.<\/p>\n<p class=\"text-build-content\"><b>Un march\u00e9 en expansion rapide : un d\u00e9fi urgent pour l\u2019Union europ\u00e9enne<\/b><\/p>\n<p class=\"text-build-content\">Les experts ont alert\u00e9 sur la croissance exponentielle de l\u2019industrie mondiale de la GPA, estim\u00e9e \u00e0 <b>22,4 milliards USD en 2024<\/b> et projet\u00e9e \u00e0 <b>201,8 milliards USD en 2034<\/b> (Global Market Insights).<\/p>\n<p class=\"text-build-content\">Cette expansion pr\u00e9c\u00e8de aujourd\u2019hui le cadre juridique et menace d\u2019imposer, par le fait accompli, une reconnaissance transfrontali\u00e8re des contrats de GPA.<\/p>\n<p class=\"text-build-content\"><b>La voix de la soci\u00e9t\u00e9 civile europ\u00e9enne : une unit\u00e9 dans la diversit\u00e9<\/b><\/p>\n<p class=\"text-build-content\">Le panel a rassembl\u00e9 des organisations provenant de plusieurs pays : <b>Italie, France, Belgique, Irlande, Croatie, Pays-Bas, Espagne et \u00c9tats-Unis<\/b>, toutes mobilis\u00e9es pour la d\u00e9fense des droits fondamentaux des femmes et des enfants.<\/p>\n<p class=\"text-build-content\">Parmi elles figurait notamment le <b>Groupe d\u2019experts de Casablanca<\/b>, repr\u00e9sent\u00e9 par sa porte-parole <b>Olivia Maurel<\/b>, elle-m\u00eame n\u00e9e par GPA, ainsi que par son directeur ex\u00e9cutif, <b>Bernard Garcia<\/b>, docteur en droit.<\/p>\n<p class=\"text-build-content\">Les intervenants ont rappel\u00e9 un principe essentiel partag\u00e9 par l\u2019ensemble de la conf\u00e9rence :<\/p>\n<p class=\"text-build-content\">\u00ab <b>Il n\u2019existe pas de droit \u00e0 l\u2019enfant.
