It protects the most vulnerable women from economic exploitation, protects children from commodification, and reaffirms that the maternal bond is a biological and emotional right\u2014not a contractual variable.\u201d<\/p>\n<p class=\"text-build-content\"><b>Women and children are not a market resource<\/b><\/p>\n<p class=\"text-build-content\">The resolution highlights several core points:<\/p>\n<p class=\"text-build-content\">\u2022\u2060 \u00a0\u2060Surrogacy is built upon power asymmetry and the economic vulnerability of women;<\/p>\n<p class=\"text-build-content\">\u2022\u2060 \u00a0\u2060\u2060The child becomes the object of a contract rather than a subject of rights;<\/p>\n<p class=\"text-build-content\">\u2022\u2060 \u00a0\u2060\u2060The practice fuels a global industry worth billions, operating without any universal ethical framework.<\/p>\n<p class=\"text-build-content\">In this regard, the resolution reaffirms the fundamental principle of the non-commercialisation of the human body, central to European and international law, and strengthens the protection of the maternal\u2013infant bond, essential to both physical and psychological health.<\/p>\n<p class=\"text-build-content\"><b>A political and legal foundation for further action<\/b><\/p>\n<p class=\"text-build-content\">The text will now serve as an interpretative framework for the European Directive (EU 2024\/1712) on combating human trafficking, which explicitly refers to \u201cthe exploitation of surrogacy\u201d as a form of reproductive exploitation.<\/p>\n<p class=\"text-build-content\">This directive requires Member States to recognise and sanction all forms of exploitation linked to human reproduction, thereby providing a clear legal basis to act against surrogacy within the European Union.<\/p>\n<p class=\"text-build-content\"><b>It may guide future legislative action<\/b>, including:<\/p>\n<p class=\"text-build-content\">\u2022\u2060 \u00a0\u2060The prohibition of all forms of surrogacy;<\/p>\n<p class=\"text-build-content\">\u2022\u2060 \u00a0\u2060\u2060The ban on advertising, agencies and intermediaries;<\/p>\n<p class=\"text-build-content\">\u2022\u2060 \u00a0\u2060\u2060Preventing circumvention through recourse to third countries.<\/p>\n<p class=\"text-build-content\"><b>Toward international change<\/b><\/p>\n<p class=\"text-build-content\">This resolution <b>aligns with a growing global movement reinforced by the report of Reem Alsalem, United Nations Special Rapporteur on violence against women and girls, published on 14 July 2025<\/b> (Protocol A\/HRC\/60\/45).<\/p>\n<p class=\"text-build-content\">That report <b>calls on States to recognise surrogacy as a form of reproductive violence, and to work toward an international instrument aimed at abolishing all forms of surrogacy, including so-called \u201caltruistic\u201d models.<\/b><\/p>\n<p class=\"text-build-content\">The convergence between the European Union and the United Nations confirms that surrogacy is not social progress, but a severe violation of human rights, incompatible with justice, gender equality, and human dignity.<\/p>\n<p class=\"text-build-content\">\ud83d\udc49 <b><\/b><b>See the text of the Resolution <\/b><a class=\"link-build-content\" href=\"https:\/\/www.europarl.europa.eu\/doceo\/document\/TA-10-2025-0278_EN.pdf\" target=\"_blank\" rel=\"noopener\"><b><u>HERE<\/u><\/b><\/a><\/p>\n<p class=\"text-build-content\"><b>Excerpt regarding surrogacy:<\/b><\/p>\n<p class=\"text-build-content\"><b>\u00a0<\/b>\u00ab\u00a0<b>The European Parliament, [&#8230;]<\/b><\/p>\n<p class=\"text-build-content\"><b>14. Elle prot\u00e8ge les femmes les plus vuln\u00e9rables contre l\u2019exploitation \u00e9conomique, prot\u00e8ge les enfants contre la marchandisation, et rappelle que le lien materno-infantile est un droit biologique et affectif fondamental, pas une variable contractuelle. \u00bb<\/p>\n<p class=\"text-build-content\"><b>Les femmes et les enfants ne sont pas une ressource de march\u00e9<\/b><\/p>\n<p class=\"text-build-content\">La r\u00e9solution met en lumi\u00e8re plusieurs points essentiels :<\/p>\n<p class=\"text-build-content\">\u2022\u2060 \u00a0\u2060\u2060La GPA repose sur une asym\u00e9trie de pouvoir et sur la vuln\u00e9rabilit\u00e9 \u00e9conomique des femmes ;<\/p>\n<p class=\"text-build-content\">\u2022\u2060 \u00a0\u2060L\u2019enfant devient l\u2019objet d\u2019un contrat, et non un sujet de droits ;<\/p>\n<p class=\"text-build-content\">\u2022\u2060 \u00a0\u2060\u2060\u2060\u2060La pratique alimente une industrie mondiale estim\u00e9e \u00e0 plusieurs milliards d\u2019euros, sans aucun cadre \u00e9thique universel.<\/p>\n<p class=\"text-build-content\">En ce sens, la r\u00e9solution r\u00e9affirme le principe fondamental de non-commercialisation du corps humain, pilier du droit europ\u00e9en et international, et renforce la protection du lien entre la m\u00e8re et l\u2019enfant, essentiel \u00e0 leur sant\u00e9 physique et psychologique.<\/p>\n<p class=\"text-build-content\"><b>Une base politique et juridique pour aller plus loin<\/b><\/p>\n<p class=\"text-build-content\">Ce texte servira d\u00e9sormais de cadre d\u2019interpr\u00e9tation pour la directive europ\u00e9enne (UE 2024\/1712) sur la lutte contre la traite des \u00eatres humains, laquelle mentionne explicitement \u201cl\u2019exploitation de la gestation pour autrui\u201d comme une forme d\u2019exploitation reproductive.
