Bernard Garcia, executive director of the Casablanca Expert Group for the Universal Abolition of Surrogacy, recognized as one of Chile’s Top 100 Young Leaders of 2025

Bernard García Larrain has been recognized as one of Chile’s “Top 100 Young Leaders” for his work as Executive Director of the Casablanca Experts Group advocating for the universal abolition of surrogacy.

This annual award honors 100 individuals aged 35 or under who have made a significant positive impact in their field through leadership. The initiative has been organized for 25 years by the newspaper El Mercurio in partnership with Adolfo Ibáñez University.

Being included in the “Top 100 Young Leaders” list is considered an emblematic recognition in Chile.

A dual Chilean and French national, Bernard García Larrain, aged 35, studied law in France. He completed his PhD at Sorbonne University, earning the highest academic distinction, through a partnership with the British law firm Allen & Overy—one of the world’s leading legal practices—where he worked in Paris.

Since 2022, Bernard has been a key figure behind the Casablanca Declaration, signed on March 3, 2023, by experts from around the world calling for the universal abolition of surrogacy. He subsequently structured the group of signatories into a Paris-based NGO.

In his role as Executive Director of Casablanca, Bernard has published two books, organized three international conferences, and been invited to speak at the United Nations, the European Parliament, numerous national parliaments and global forums. He has also worked closely with prominent figures such as Reem Alsalem, United Nations Special Rapporteur on violence against women, and Pope Francis.

Under his leadership, Casablanca has become a leading global reference in the effort to promote an international treaty abolishing surrogacy.

Last year, Olivia Maurel, spokesperson for Casablanca, received in Italy the Atreju Award, which is given to individuals distinguished by talent, courage, and independent spirit, and who serve as an inspiration to younger generations.

Bernard Garcia Larrain a reçu le prix des “100 Jeunes Leaders du Chili” pour son travail en tant que directeur exécutif du Groupe d’experts de Casablanca pour l’abolition universelle de la gestation pour autrui.

Ce prix annuel met en lumière 100 personnes âgées de 35 ans ou moins, dont l’action et le leadership ont eu un impact positif dans leur domaine. Il s’agit d’une initiative organisée depuis 25 ans par le journal El Mercurio, en partenariat avec l’Université Adolfo Ibáñez.

Être sélectionné parmi les « 100 Jeunes Leaders » est considéré comme une distinction emblématique au Chili. 

De nationalité franco-chilienne, Bernard Garcia Larrain, 35 ans, a étudié le droit en France. Il a obtenu un doctorat à l’Université de la Sorbonne, avec les félicitations du jury, dans le cadre d’une collaboration avec le cabinet juridique britannique Allen & Overy, l’un des cabinets les plus réputés au monde, au sein duquel il a travaillé à Paris.

Depuis 2022, Bernard est l’un des principaux acteurs à l’origine de la publication, le 3 mars 2023, de la Déclaration de Casablanca pour l’abolition universelle de la gestation pour autrui signée par des experts du monde entier. Il a ensuite structuré ce groupe d’experts sous la forme d’une ONG basée à Paris.

En tant que directeur exécutif de Casablanca, Bernard a publié deux ouvrages, organisé trois conférences internationales et a été invité à intervenir auprès des Nations Unies, du Parlement européen, ainsi que devant plusieurs parlements nationaux et forums internationaux. Il a également rencontré des personnalités de premier plan telles que Reem Alsalem, Rapporteuse spéciale des Nations Unies sur la violence contre les femmes, ou le pape François.

Sous sa direction, Casablanca s’est affirmée comme une référence mondiale dans la promotion d’un traité international pour abolir la gestation pour autrui.

Ce prix donne une visibilité essentielle à une cause universelle et à la douleur de tant de personnes affectées par le marché mondial de la gestation pour autrui », a déclaré Bernard Garcia.

L’an dernier, Olivia Maurel, porte-parole de Casablanca, recevait en Italie le Prix Atreju, décerné à des personnalités reconnues pour leur talent, leur courage et leur liberté d’esprit, et qui inspirent les nouvelles générations.
